Why is it that women in public places are offended when men take notice of them?

I understand that women will often dress for themselves and/or to impress other women, but when a man takes notice of them, they are clearly offended. Noticing a member of the oppositie sex is natural and often completely unconscious. You can tell their offense from their body langage and behavior. Serious, intelligent answers, please.
